Windows Updates contain security fixes. Unless you WANT to keep vulnerabilities in windows you absolutely should install them. Defer them a few months if you must but do not disable them.

i just use your first method that was quite easy ... took 15 second . HAHAÂ but how to know its really stop ?
In the services, make sure that both the "Windows Update" and "Background Intelligent Transfer Service" are disabled. Also, In the Windows 10 settings app, set the "Metered connection" to "on".
I'm fairly certain that will limit his entire connection. Again, if you want disable updates, defer them for a time.
