TSA has a 90% fail rating, there is this natural phenomenon that occurs with humans, we become blind to real danger and seek comfort from things like security theater. A doctor once told me a story of a small town that was built next to a large dam, the town had many issues but they never worried about the dam, the town down the way was very concerned with this dam potentially flooding the entire valley which these towns were built, so the second town began to prepare for the eventuality of flooding, the first town was eventually wiped out and a new dam was built to fight the flooding in the second town and they like the first town found solace with having the dam in their town, until they too were wiped out for becoming complacent.

You said the keyword here being "complacent".

Often no action Is taken when a potential risk Is Identified and once It becomes apparent, panic mode sets In.
