This is probably a dumb question, but if I already have steam installed will this affect that.

You need to create a new account. You could do it on your existing, but that is HIGHLY NOT recommended.

Can you download all the games or will it be like Pac steam where you only download shitty games.

It has a lot of good, mainstream titles. You can download 2K+ games, but not all.
