They should be counted. As well as the introduction section. Shouldn't it be counted as a post to briefly welcome someone?

I don't think introductions should count. While it may be nice to welcome someone, it doesn't really add any value to the community.

As much as I agree with this I am balanced on the side of denial. To me the posts in the suggestions section comes either sloppy or decent, meaning some of the suggestions made are either never going to happen or they will happen and the members support them. To me, this section would provide easy post count - individual threads for the tiniest suggestions.

I might just be rambling on to myself here, but I don't support this idea (as good as it would be )

Suggestions are awesome, but I don't think they should count. There are many people who would just make posts saying "I agree" on half the threads.
