I would usually agree with such punishments, however Chris Chan is a much different case. Look at his life, his mental health condition, and the fact that the mother whom he raped was manipulative towards him for his whole life. Its probably the case that the legal system will probably declare him as insane and put him in a mental health facility. Which honestly is the best case scenario, because anyone who knows about ChrisChan knows he needs a visit.

There are countless Individuals who have serious mental health Issues, many of whom are a lot worse than him, but I've yet to read about anyone performing such disgusting acts of Incest.

It's a very tragic situation and a horrendous crime by Chris Chan, though may not be knowingly. Due to his medical condition, there is a possibility that he could be pardoned or maybe given some minor punishment or even shifted to home. His mother with Dementia is rightly shifted to hospital and needs to be under their care. It will difficult situation for law enforcement and lawyers fighting this case.
