Tool is downloading larger file with proxies and it can sometimes respond with 'timed out' due to slow internet connection or host website being down.
I think changing OS wouldn't fix the error

Perhaps not but given It's working fine on my end, If the OP was running the same hardware and OS, It'll be the same for him/her.
Generally speaking (and correct me If I'm wrong), an OutOfRangeException error Is due to accessing a negative Index number or exceeding the range/length In an array.
