On the contrary, they provide multiple examples for points of entry. Whether it's a physical console, poorly protected network, unencrypted traffic, or a Masterlock. That could mean accessing the physical console, cracking, intercepting traffic, or using lockpicks. All of those have their own hypothetical solutions, but it's up to you to do proper reconnaissance and determine your own point of entry. This is not a recommendation, just information.

possibly, but last time i went there the physical console was pretty up high unless that wasn't it, I can go there again and show you all a photo of everything i can interact with if you'd like because I would want to crack it down

Im no expert in Wifi hacking, but if the network is WPA or WPA2 you can try to capture the handshake and crack it with Aircrack. However this method is only good as your wordlist. You could try to crack the WPS pin with reaver though.

Note that capturing the handshake requires a device connected to the network that you can intercept the connection from. In the case of the billboard it might not have any devices connected to the wifi, and instead the control systems most likely run over ethernet.

As someone who messes around in physical penetration I'll start with checking who makes that particular board or control box (if you can find it, try binoculars if its distant.) From here you can find datasheets, known exploits, and more. Perhaps its not even WiFi but bluetooth or some proprietary RF box. The more you know about it as a product the more you can know about getting into it.
