Make your money elsewhere then decide if you want to run a botnet, it's honestly not worth it there's plenty of ways to make money online without going to jail.
To reply to your question - there's no free hosting suitable for a botnet and if you use a cheap, or free host then you're going to jail it's as simple as that. If you choose to go down the path of owning a botnet you're going to need about $600 minimum start up fee.
