sorry for this noob question..
but im just new with this stuffs..
im a little bit confused about this step..
Step 3 - Go to a free php file hosting like
http://www.000webhost.com or
http://www.110mb.com and upload both "index.php" and "logs.html" to your sub-domain.
can you please help me?

Go register on
www.110mb.com for a free account. Then once your registered go login and go in the File Manager after that go in the program in the Webpage tab and click the generate button. Now go upload the new files in the same folder as the php keylogger 4.exe and once your done get the link of the uploaded files. was it hard?
