No it depends on Provider and setup... I use 2 different VPNs before i root my traffic threw the Tor Network...(App VMs in Qubes OS) A good option is to set up your own VPN on a VPS server. You can adjust it much better. I suggest you to read that in a quite minute:

No. Almost any paid VPN out there will be able to keep up consistent bandwidth and latency.

No thanks, but how does it feel not being able to circuit switch? One constant tunnel provides a lot less security and leaves you much more vulnerable to MITM attacks and Sybil attacks.
You can install multiple tunnels on one VPS server... However, this is not an either - or decision. If you go for that you should link a second independent VPN provider to fully exploit the potential. If I have to choose then I would also pic a classic OpenVPN solution - totally agree with you

I don't. I've just been around it long enough and I've researched it for myself and people I work with. I'm a cybersecurity analyst and malware researcher. I see Tor used daily. I also see many people that don't really understand why VPN is bad for Tor usage.

On a purely Tor related basis there are also plausible arguments against a TOR VPN thats true. if I direct my traffic through a few trusted and finetuned VPN/Poxy App VMs before I route everything through whonix gateway thats a different thing then of course. But apart from all that - using healthy TOR Bridges is definitely a great benefit in almost any possible scenario.
