FBI has authority mostly in USA, so using chained VPNs from different countries can make their work much harder.

The FBI has ready authority in many countries, mainly because there are mutual agreements or reliability.
There are some countries where it's harder to access such things, though.

Even if a country tells the FBI no, it won't stop them. They have hackers who can just steal the VPN's logs.

Using a VM to chain VPN's isn't the only way to do it.
You could use some routing tricks instead.

What type of security measures can one take to actually be safe?

Correctly set up Tor is quite solid anonymity wise but it can't do everything for you.
You are only as anonymous as the info you send out.

I could go more in depth with how you could really stay anonymous and what to do if you do get caught and how to prepare but then again I can't teach someone not to suck.

Majority of the people in this forum don't even do anything that would make a webmaster or a fed care about what they're doing.

Anonymity 101: Don't be stupid. Self-censor. If you're a Geordie, resist the urge to use terms native to your accent, as that makes the pool of potentials that much smaller.

Basically, watch what you say. Seemingly insignificant things are very helpful to a LEO.

Tor is great, but you should never rely on one tool to keep you anonymous.
