Kinda sounds like W8.1 where you have to enter in your password and it's tied to your M$ account.

If Chrome OS becomes popular then that could either be good or bad. Because nobody will want to get better in technology

As someone who currently has a Chromebook, don't do it.
If you're looking for something cheap that will get you on the internet, go for it. But you can't do anything besides that. You're much better off getting any other cheaper laptop.

Chrome OS never really took of the ground and I doubt it ever will.

The biggest reason obviously being you can't download anything. You can get some apps from the web store, but chances are the app you want won't be there.
