Among the displays posted online was a video that appeared to show three trout taped to a police car.

The Provo Police Department said Thursday there were roughly 13 instances where the 17-year-old taped fish to ATMs and other objects.

The fishy displays were shared on an Instagram account titled “fish_bandit84.” The account has more than 52,000 followers, and its posts date back to August of 2023.

It’s unclear if the account creator did all of the fish-taping, or if they also curated content posted elsewhere online.

The bio of the account reads: “Live, laugh, tape fish on ATMS.”

Quote:US President Donald Trump says he has signed a full and unconditional pardon for Ross Ulbricht, who operated Silk Road, the dark web marketplace where illegal drugs were sold.

Ulbricht was convicted in 2015 in New York in a narcotics and money-laundering conspiracy and sentenced to life in prison.

Trump championed Ulbricht's cause, joining libertarians who said the conviction was an example of government overreach. On Tuesday, he said he had called Ulbricht's mother to inform her that he had granted a pardon to her son.

Silk Road, which was shut down in 2013 after police arrested Ulbricht, sold illegal drugs using Bitcoin, as well as hacking equipment and stolen passports.

Ulbricht was found guilty of charges including conspiracy to commit drug trafficking, money laundering and computer hacking.

During his trial, prosecutors said Ulbricht's website, hosted on the hidden "dark web", sold more than $200m (£131m) worth of drugs anonymously.

Prosecutors said he also solicited six murders-for-hire, including one against a former Silk Road employee, though they said no evidence existed that any killings were actually carried out.

"The scum that worked to convict him were some of the same lunatics who were involved in the modern day weaponisation of government against me," Trump said in a post on his Truth Social site on Tuesday. "He was given two life sentences, plus 40 years. Ridiculous!"

Cryptocurrency mixers allow the mixing of deposited crypto assets among many wallet addresses to help obfuscate their source. The services then take a commission from all laundered crypto deposited before sending it to another wallet address owned by the customers.

Russian citizens Roman Vitalyevich Ostapenko, Alexander Evgenievich Oleynik, and Anton Vyachlavovich Tarasov were each charged on Friday with operating an unlicensed money-transmitting business and conspiracy to commit money laundering.

"According to the indictment, the defendants operated cryptocurrency 'mixers' that served as safe havens for laundering criminally derived funds, including the proceeds of ransomware and wire fraud," said Brent S. Wible, the head of the Justice Department's Criminal Division.

"By allegedly operating these mixers, the defendants made it easier for state-sponsored hacking groups and other cybercriminals to profit from offenses that jeopardized both public safety and national security."

Blender.io, which operated from approximately 2018 to 2022, was also used by Lazarus hackers to launder $500 million out of the $617 million stolen from Axie Infinity's Ronin bridge, the largest cryptocurrency hack until that date.

Sinbad.io began operating a few months after Blender.io's shutdown, providing users with similar cryptocurrency-mixing services. In November 2023, the U.S., the Netherlands, and Poland seized its clear web and dark web domains in a joint international law enforcement operation.
