Firefox Developer/Aurora. Its the experimental build that seems faster and less bloated than the main release. It also has alot of options for debugging and web building.

I prefer Firefox but there are a lot of extensions that I use and pretty much need that they don't have on Firefox

I must say that Opera Is very stable and responsive.

During my usage, It's certainly a lot quicker than IE, FF & Chrome.

FF Is pretty good.

Given you have mediocre specs, have you tried Opera? I personally find It to be the most responsive (and light on system resources) of all browsers I've used.
