The ramifications wouldn't be limited to government healthcare, as it would likely affect health insurance. I'm not sure anyone that would willingly enter such an agreement could be considered mentally capable of doing so.

I don't think you should get addicted to drugs. There is a clear line between innocent marijuana and hard drugs. I used to take marijuana for headaches at one time. Still, now I take pills because my memory has deteriorated, and I have attention deficit disorder. I can't afford to be stoned on anything else.
