Tying "services.msc" (not quotes) In the search bar, and simply disable the "Windows Update" service. Do the same with "BITS" (Background Intelligent Transfer Service).
Do you have the latest updates?! it already has pause button. also setting internet to metered connection is another solution
i think i have 2004 recently updated but there is only delay not pause for ever...
Ohkay then, I maybe wrong but the second option will help you out.
Forexample: Select your WiFi == Properties == (Enable Metered Connection)
This will tell windows you are on a limited bandwidth connection (Don't waste my data xD)
