You're actually way above the recommended specs to run the game. This sounds like an issue with heat or just bloat on your laptop.
First, you should try either FPS Monitor or MSI Afterburner and use their onscreen displays to show your CPU and GPU temps in game.
Afterwards you should check how high your CPU, RAM, and Disk usages are while idling. If they are consistently high, that means you're running to much extra in the background. This can definitely hinder your performance while gaming.
