Using my method above (checking the recovery options of "every" major website) and In combination with reverse email lookups, I've formulated entire cell phone numbers on a number of occasions- at one point, within the hour.
Do remember that It's not about what you can't see behind the asterisks, but rather the exposed digits. Piece together your findings collected from every source during your research, and you'll have your target's full cell phone number In no time at all.

Do you think that the time and place the number was bought on has anything to do with dialing code?

In response to your question, Is It the "dialing/country code" that you're referring to? If so, then that's dedicated to the country of where the device Is connected, and has no relevance to where It was purchased.
Do note, that the dialing code Is different to the "IDD (International Direct Dialing) access code". Of course, the "area code" Is also different, and used to Identify a given telephone service area.
