It's a shame there's no special allowance to travel solely for employment purposes. On arrival, they can remain In quarantine for ex-amount of days/weeks, and commence their new job thereafter.

Yeah, I think in the case of immigration, where heavy costs and lifestyles changes are involved, perhaps some more thought should be given. However, I can't blame them. I myself have had to cancel my flights in May. But I understand the reason for it, and if it saves even one person, it's worth it.
