As with every file sharing site, It's not possible to filter every byte In It's entirety.
Some degree of data will slip through and will Inevitably continue to do so. Kim Dotcom learned a huge lesson since the takedown of Megaupload In 2012 and although he's no longer associated with Mega, he has been In compliance with the applicable law.
I know that the owner of mega upload learned a huge lesson, but the staff working for MEGA (especially higher-class employees, or even the CEO) should take notes of Kim, because even though that happened to him in 2012, the internet has changed a lot since and there is way more of those around now and it will continue growing. But we know that they do since they take down leaks of nsfw content regularly, so they are aware of what can be on their servers, even though it's not their fault for having this type of content uploaded on their servers, they're fighting against it, which is a good thing and shows that the moderation (if can be called so) cares a lot about what is posted on MEGA, they want to protect the good reputation of the service and continue to bring people over to use their service.
TL;DR: MEGA should have a filter when users uploads content towards the service, even though it might not be a 100% accurate, it will drastically reduce the number of unwanted, illegal content found on the service (filtering will also save a lot of time for the staff to take down content not following their ToS)
btw, i think they should also a reporting system when a link is shared, ill try to make a non-working design sample in html
