If I'm being honest... I would never name a server that is located in germany "offshore". It sounds good n' all but in the end if enough reports come in they have to turn the servers off.
Not entierly safe, I kinda expected actual offshore - like russia, panama, iceland etc.

If you are talking about abuse reports you can be sure that ıf enough reports come, all datacenters will suspend your vps location doesn't matter. However, my servers are located in my own cabinet in dc so suspend risk is very low so buying server from me is more sensible than buying normal vps from Russia

Well it really depends where  you order your vps / root. There are more than enough hoster in russia etc where you're more than just safe (talking from my own experience).

Okay that's something I didn't know that you host them yourself, haven't said anything then .
