Imo, It's a horrible idea.
It assumes that past actions cannot be turned around and past bad behavior can't change.
Kinda like how we treat drug users.
Instead of supporting them and giving them a chance to crawl out of their hole, We push them in deeper and take benefits away from them, Shun them, etc. . .
