The black list system is already in place in terms of international travel after the number of incidents with chinese tourists desecrating world heritage sites and defecating in random places. Where I used to live, someone pulled their pants and laid one on the platform of a train station. Sober.
Its also blacklisting Chinese tourists who misbehave overseas and tour agencies who do not make their charges fall in line. At the airport I used to work at, we had Chinese tour groups pass through customs like a herd of wildebeests on the charge. Won't listen, won't comply with anyones regulations other than their own pushing everyone and everything out of their way.
All this nonsense went down after their passport blacklist system came into effect.
Them now migrating it to a intra-China system is probably to get the population to conform to societal standards of the rest of the world. Considering they trashed Shanghai Disneyland even before it opened, there's definitely more incidents within China that have not been publicized outside of the country.
Yes, there is also the political side whereby its used a population control to keep people toeing the party line, and thats a key element in this as well, but based on experience, they won't listen to bring themselves out of the village mindset unless theres a blacklist system in force.
