Are you certain that "both" are at 3200Mhz? The reason I'm asking, Is If one stick Is at 2133, your system will run at that speed. In other words, mixed frequencies will always run at the lowest.
Ryzen systems for some reason actually do see a noticeable improvement from running at higher frequencies. I haven't bothered to do any research as to why yet but I can vouch for him in saying with Ryzen paying a premium for higher frequencies is worth it.

Here's a benchmark video of 2133 vs 3400 in GTA 5 which is a pretty good demonstration, at times you can see 30fps discrepancies in identical scenes.
