Compatibility permitted, you can Interconnect two VPNs. I have ExpressVPN & ZenMate running:

It's beyond the scope of this post to document my complete anonymity (I'll be here all day), but the absolute basic connection Is as follows:
ZenMate > ExpressVPN > Tor > Exit Node.
Effectively, there's 5 layers of encryption prior to the exit node and obviously the destination server thereafter. I'm looking at configuring a third VPN- time permitted.
