Linux isn't hard at all, you can do mostbthings in graphical programs just like in Windows. The console isn't hard either, just takes some time to get used to. My suggestion is to force yourself into it by installing one without a GUI, and work your way up from there.
I've tried Plan9 and liked it, it was great and there are a lot of neat things implemented. My other favorites include Arch or Antergos Core, and macOS. macOS is as customizable as Linux, there's just a lot less info on how to do it. It's also likely more respecting of privacy in comparison to Windows 7, 8, and 10.
Windows 7 is definately not the most privacy aware Windows version. That would probably go to Windows 1, but Windows PE and CE builds are probably also better.
