I really don't have much of background information about Web Notifications. I just know that news related site has this feature by default on their site. I know that it depend on a service worker that waits for the instruction in firefox, chrome, opera, safari and other browsers. Even the latest smartphones work with them. (You will need a verified certification file to expand to other devices).
For the Admin, AFAIK - The message must contain a title, sub-text and a link. If a link is not present the disable Web Notifications image tutorial will appear.
Direct links can be include but i'm using mediafire so i don't know if the user clicks the notification that will run files.
