Not everyone who cannot be bothered aren't necessarily LQ, they can turn out to be smart users, but are just simply lazy..

It's not just laziness. If you're joining a forum with no knowledge of whether it's good or bad, then taking a test would just seem like a waste of time, lazy or not. You're completely right to say it would make many people who may be smart or talented not want to join.
