Society in general is competition between individuals and groups.
For optimal function you need the rule of law.
For the rule of law you need enforcement.
But who gets to decide the rules or how to enforce? People and groups tend to favor themselves.
So generally speaking if you look at history the best "functioning" societies (under a certain definition of "best" and "functioning") are those with at least one or two very strong individuals or groups enforcing the rules across society for all the rest.

Other societies without strong centralized power tend to decay into tribalism, gangsterism and open warfare and destruction. Look at the North of Mexico for Narco land - this is pretty much anarchy. Likewise Somalia and Afganistan.

Anarchy is difficult to implement because people are not really fair. They put themselves first unless they are compelled to cooperate.
