Really depends on what you can provide, and what personal skills you've got.

I mean like paying someone to create something and then selling it as a service. For example like my old proxy scraper.

Oh, isn't it better to just create the service yourself and increase the profit?

I don't have the skills required nor the time to actually make it.

Well I was about to say, that you can develop skills for almost anything with enough time.
But if you lack time to actually dedicate to it, then it's pointless.

Well, I might have some ideas that I was originally probably going to do myself.
