I get that bit but is there no way of making people not able to make 2+ accounts on the same IP?
That dude must have gone through some effort to get 8 different emails too.

I don't think the email servers are set up, so you can just make up an email as verification is needed.

Also on topic, if people just report posts that break the rules that should be enough to get the majority of cancer cured
