The VM Is what Linux will run on, meaning you will be Installing Linux "on" the VM.
You need to download the Windows version of VirtualBox, Install It on your Windows physical system and then Install Linux on the VM. Linux will come In an ISO file, so once VirtualBox Is Installed, simply browse the directory of the ISO file (via VirtualBox), "mount" It and proceed with the Installation process.
