If i made a rat with java it be strong rat , i mean making rat with java is right way ?

Well this is off topic but can't really answer those questions you see, each language has it's merits and demerits, There's nothing like BEST. I've seen some darn good RAT made in Java, C#, C++ etc so it's just a matter of choosing a language according to your needs
