I myself have also caught all the Pokemon in the game apart from those who I have not caught.

Well, considering they're not available to catch (I don't think, considering no one has caught them yet) I'd figure catching all of the available pokemon would be the closest thing.

but it dosent include region locked Pokemon, which are quite achievable to get (many people have flew overseas to play pokemon/catch region locked mons)

I personally think it's hard enough just to collect that many anyways, even now with all of the pokemaps and whatnot, still kind of hard to find all locations. But that's kind of the fun of it.
