I've created a few different accounts, and some have got limited from not linking a bank account. Try creating a Canadian PayPal if that is your problem. You should be able to buy some things.

Generally what I want to do is make a PayPal so that I'm able to receive a payment from somebody on here and from that payment, purchase something online. That possible?
