From the frame grab, you can't tell the race yet. However, the mask he's wearing looks a Nixon mask. Sort of a weird thing to have if you're just going to randomly shoot someone, makes me think this was premeditated somehow.

It does look like he has dark skin if they are not gloves. I think they were targeted, I don't think it was just a random shooting, especially as he didn't shoot the person who was interviewed.
