The US gov is often bought and paid for by big business donors. I haven't read this thing so I don't know the full implications, but it wouldn't be the first time there was some back office dealings that end up benefiting private corporations and causing massive profits.

Give government the ability to rule in the private sector and it gains the ability to give favors.
