This article is shit. This whole article runs of of the assumption that no new technology will be developed that is more power efficient.
And the figure they are throwing around about 8 - 16% of power consumption includes TVs and PCs. I'm guessing that follows to servers as well. They are all rather power hungry devices. 16% of all power consumption isn't really that much when you think about what is pretty much always on in nearly every house hold.
So what if the cables will get full, lay more. That is how business works. You sell a product, demand for said product goes up over time you need more of that product. Then as the power demand goes up, the power companies will have to provide more power.
I wouldn't be surprised if this is bullshit propaganda by ISPs to allow them to charge more for less
