Basically, you need a conductor to transfer heat from the PC to a body of water, then physics makes it harder for it to heat up.

And I can spend money, so if there is I can buy some kind of pre-made setup that will cool it off, that would be awesome. Also, would some good heat transfer compound between my cpu and its heatsink/fan setup thing help enough to make a difference? I had some on it a long time ago, but I believe I wiped it off because it had turned to powder after a few years.
