A PuTTy booter is basically buying or rooting a few VPS's through certain exploitations and then inserting perl scripts which act as a "shell" and these scripts can make a cmd like interface where you use the connection speed of the VPS to send UDP, TCP, etc attacks on your target. Unlike a shell booter, which utilises either hacked servers or exploited shells, PuTTy booters can be pretty strong if installed correctly.
