Of course it's not good for the kid. But then again, lots of things aren't, and we still do them.

Others argue he shouldn't even be smoking near a toddler and Russian child protective services (as if that's a thing) should come and get him.

Russian child protective services are a thing. They can't act full out because of the russian toleration mentality; they'll last it out and come out tough.
I'm not quite sure that the things are so much better in the hands of the child services though
