No, it's not. You're right about that. However, you still can change other peoples' passwords with it, if you're in XP.
I was able to do it on my computer. I was even able to do it at school.
In Vista+, when you do the command not running as admin, it asks you for higher privileges. Run as admin, you got the privileges. In XP, you can be a normal account, just run CMD normally, and change passwords without any authentication.
