Depends what kind of abuse, because the laws today are fucked up. If it's whip with belt or a slap on the face then it's okay but if you throw a chair at a child it's wrong and especially if its for no reason.

You should not be hitting an 18 month old at all. At that age, he/she is too young to learn from mistakes.

I have never read the article or what ever it is, I am just saying if the child was older than this would be a different story.

If the child was older, it would be fine. However, the whole point of the video is that she is hitting a very, very, young child.
