Depends what kind of abuse, because the laws today are fucked up. If it's whip with belt or a slap on the face then it's okay but if you throw a chair at a child it's wrong and especially if its for no reason.

I'm going to take a stab and may you aren't a white, upper-middle class American. I remember in a candy store when I was like 10, my dad almost got arrested for hitting me upside the head when I ate something before paying for it. And you know what? I've never done it again. Don't get why some people are so uptight about it.
