Why? It's just a statue. I really don't see how it has any bearing on a free trade agreement. If anything, Billy is more aligned with western, and European ideals that Catherine the Great. I personally am against destruction of statues, but I don't find it relevant to trade agreements.
Billy is a legend of our time, he is b. and corresponds to current trends, and Catherine the Great arranged a genocide of the Cossacks (ancestors of Ukrainians), which is not very European.

Exactly. So why would that mean they should "not even be considered a candidate for membership in the European Union"?
