How about a "Completionist Award" which would be contingent on obtaining every merit based award (e.g. Excluding Donor, Prestige, and Special Criteria "Awards meant for other members, or staff based awards."). Essentially something everyone could earn but it would be, very, very difficult.

I agree with the sentiment, but I think the Award Whore already somewhat fills that gap.
