I'm with @"Party Pete" on this one. This is clearly being misinterpreted. This is a now 1 year-old document that is just now gaining attention. I think it's safe to say that this will never be implemented.

But it's disturbing to think that such a plan was being discussed for a virus that is just barely deadly.
