An IP address WHOIS lookup, obviously gets the ISP's Information and not anything personal to the user In question.

The country will be accurate but depending on where the ISP's server(s) Is located, the town/city Is not always correct. In your case, It just happened to be within the vicinity of where you resided. That aside, appreciate the contribution.

You are right, but for speed and convenience, the ISP will mostly reside within your town/city. Like you stated, my ISP happened to be in the town I lived in, and therefore, the hackers verified that I am indeed the person they are targeting. Thanks for explanation.
