I would argue it is a game, but it has features that go beyond gaming. For example, if I were to go onto VR chat, it might technically be classified as a game and have arcade games in it but realistically it is a chat-room platform. I wonder if Roblox feels that they are developing away from that pure "game" classification, and morphing into something bigger than a singular game.

It most certainly has characteristics other than gaming, but It's quite obvious that It Is In fact a game.
