Immense power, but at the same time, no power. Most of us simply tolerate the crown rather than support it. Nowadays, the queen pretty much has no role in the governance of the country. She can advise the government, award honours, sign treaties, etc. Basically she's a really expensive pet that the rest of the planet coos at.

The Queen can't actually have any say in parliamentary law making. The final stage of passing a bill is 'Royal Ascent', where the Queen is to read over and pass the bill. This doesn't happen. One of the Queen's minions merely pass it through, the Queen doesn't read it. The last monarch to stop a bill going through was Victoria, IIRC.

it really depends on the petition. A ballot proposal has a big chance to change things. Colorado is an example of a petition circulation causing big change.
